The rise of China is not only economic. China research and development spending has grown for three decades and the country now sits second in the world by total R&D expenditure, behind the United States and well ahead of everyone else. For anyone manufacturing there, this is not an abstract statistic: it explains why Chinese factories can now engineer as well as assemble, and why the country leads outright in several technologies it had no presence in twenty years ago.

China research and development spending has grown at close to double-digit rates for most of two decades and now stands at roughly 2.7% of GDP, comparable to the European Union average and approaching the levels of the most research-intensive economies. In absolute terms it is second only to the United States, and the gap has narrowed considerably.

The composition is what has changed most. For years Chinese R&D was weighted toward development and application rather than basic research, which produced fast commercialisation and few fundamental breakthroughs. Basic research funding has risen substantially since 2020 as policy shifted, and the OECD has noted that combined Chinese industrial and government R&D spending now exceeds the US in later-stage development specifically.

China also leads the world in patent filings by a wide margin and in published scientific papers, though the quality distribution behind those numbers varies and citation-weighted measures give a more modest picture.

The university system has expanded enormously, and several Chinese institutions now rank among the world’s leading research universities in engineering, materials science, and computer science specifically. STEM graduate numbers dwarf any other country’s, which is the underlying supply that makes the rest possible.

The talent flow has also reversed. For decades the best Chinese researchers left for the United States and Europe; a substantial number now return, drawn by funding, facilities, and opportunity, and tightening visa conditions elsewhere have accelerated that.

Corporate China research and development is where this becomes visible in products. Huawei, BYD, Alibaba, Tencent, and CATL all spend at levels comparable to major Western technology firms, and the results are in the market: China is the largest producer of electric vehicles and batteries in the world, leads in solar technology, and installed 295,000 industrial robots in 2024 with domestic manufacturers outselling foreign suppliers at home for the first time (International Federation of Robotics).

Where China still lags is instructive: advanced semiconductor fabrication, aerospace engines, and some precision equipment remain dependent on foreign technology, which is precisely why export controls have become such an effective pressure point.

What China Research and Development Means for a Buyer

The practical consequence is that the old model, where a foreign company brought the design and China supplied cheap assembly, no longer describes the relationship accurately. Chinese factories increasingly have engineering capability of their own, which is genuinely useful: a manufacturer that can improve your design rather than just execute it is worth more than one that cannot.

It also means intellectual property matters more, not less.
